Licensing

The Environmental Health Division at the Casper-Natrona County Health Department serves as the regulatory arm of the health department. The Division is responsible for the licensure and inspection of food service establishments (including mobile units and temporary food events), commercial lodging, campgrounds, daycares, swimming pools/spas/aquatic facilities, and tattoo/body establishments. The Division is also responsible for the regulatory oversight of small wastewater systems in Natrona County through a delegation agreement with Wyoming Department of Environmental Quality (WY DEQ).

Aquatic Facilities Pools and Spas

The Environmental Health Division provides regulatory oversight of swimming pools, spas, and other interactive recreational water installations to reduce the risk of disease transmission and other safety concerns associated with recreational water.

Body Art and Permanent Cosmetics

Establishments

The Casper-Natrona County Health Department regulates, permits and inspects all body art establishments. Body art is defined as tattoo, permanent makeup, and body piercing. To decrease the risk of the transfer of bloodborne diseases such as Hepatitis B, Hepatitis C and HIV, body art establishments are inspected annually following the Rules and Regulations for Body Art Establishments.

Technician Licensing

The purpose of technician licensing is to make sure that all who work in the industry have a basic understanding of how bloodborne pathogens are spread and what steps can be taken to prevent the spread of disease. 

To obtain a license, applicants must pass the Body Art Sanitation Exam. The exam ensures that artists practice safe infection control procedures to eliminate the risk factors for disease and covers hygiene, glove use, waste disposal, equipment cleaning, and information about substantial health hazards. Contact the department to schedule a time to sit for the exam.  

A license is required for tattoo artists and apprentices, permanent make-up artists, people who practice microblading, as well as body piercing practitioners.

Childcare

The childcare program staff routinely inspects all licensed childcare facilities in Natrona County to assure compliance with elements of health, sanitation, and safety in the childcare setting.

In addition to conducting routine, unannounced inspections of these childcare facilities, environmental health staff conducts:

  • Construction plan reviews of new childcare centers
  • Respond to citizen complaints
  • Respond to requests by the childcare licensing entity
  • Investigate communicable disease cases

An emphasis is placed on educating childcare providers about infection control measures and injury prevention.

Campgrounds

The Environmental Health division license and inspect permanent and temporary campgrounds in Natrona County. Campgrounds are inspected annually for overall sanitation and safety, including:

  • Potable water supplies
  • Proper sewage, wastewater, and refuse disposal
  • Spacing between units
  • Restroom and shower facilities
  • Sanitation

Regulations

Food Service

The Environmental Health staff works to promote healthy people and healthy communities through education and regulation of food establishments throughout Natrona County. Inspections are focused on the reduction of risk factors that have the potential to contribute to foodborne illness as well as the assessment of good management practices that are important to the sanitary maintenance of an establishment.

Manager Certification and Training

Every establishment preparing PHF/TCS foods shall have a Certified Manager. Please visit the ANSI National Accreditation Board website for links to approved manager certification courses and exams, or contact our office for information on in-person ServSafe® training.

Temporary Food Service

This program is to protect the public against health hazards associated with temporary food service events (bake sales are exempt, as long as no potentially hazardous foods are served). A temporary food permit is required for any food that is made on site at the public event or farmers market and sold for immediate consumption.

Applications must be filled out in person at CNCHD two weeks prior to the event. The permit is good for a single event at a single location not exceeding 14 days.

Lodging Establishments

CNCHD has the jurisdiction to monitor, administer, and enforce rules for lodging establishments that offer temporary lodging (any or in part) to the public as a place where sleeping accommodations are furnished for periods less than one week in duration.

Small Wastewater Program

Permitting

An on-site wastewater treatment system (OWTS), also known as a septic system, treats the wastewater on an individual’s property. Septic systems are installed on properties that cannot be served by a wastewater utility. The Casper-Natrona County Health Department permits the installation, repair, and use of these systems in all areas of the county.

Installers

Contractors that wish to install a septic system in Natrona County must be licensed through the Casper-Natrona County Health Department. To obtain a license, applicants must pass the Septic Installers Exam. Contact the department to schedule a time to sit for the exam. These licenses are renewed annually.

Property owners are permitted to install septic systems on their own properties.
