General Description

The Outreach Community Health Educator is salaried and benefited as defined in the Casper-Natrona County Health Department’s Personnel Handbook. This individual will be responsible for community outreach, education, and limited sexually transmitted infection (STI) testing, including Human Immunodeficiency Virus (HIV) testing in a variety of community settings. Community outreach education and testing includes youth and adults in Natrona County, including vulnerable youth and adult populations in Natrona County.

Specific Duties

Provision of Educational Resources

  • Become proficient at delivering all evidence-based curricula, including comprehensive sexual health education curricula, as approved by the Communicable Disease Manager, Prevention Clinic Manager, and other department administrators
  • Develop community-based education schedules
  • Provide health education to community groups with other CNCHD staff as needed, and evaluate effectiveness of education provided
  • Market health education services in the community
  • Provide Topical campaigns
  • Make visits to Health Care practices and meet with providers and office staff
  • Development of community specific action kits

Capacity Building for Community Health Education

  • Apply for grant opportunities through the Wyoming Department of Health Communicable Disease Unit
  • In conjunction with the Wyoming Department of Health Communicable Disease Unit, conduct appropriate need assessments within community health care providers
  • Build capacity with other health care providers and partners in Natrona County for health education services, HIV testing/treatment/prevention, and the testing/treatment/prevention of STIs, including hepatitis B and C and promote appropriate referrals
  • Provide support to other staff on partnering with local, county, and state health agencies to increase health education and promotion
  • Assist in planning and implementing community HIV/STI testing events
  • Market family planning and sexual health services in the community
  • Market HIV case management services in the community

HIV Case Management

  • Educating health care providers on referral process for those at risk or diagnosed with HIV
  • Provide limited quality case management to individuals living with HIV
  • Provide support to other case managers at CNCHD

Other Duties

  • Coordinate condom distribution program
  • Education and referrals on PrEP, hepatitis treatment and syphilis
  • SARS-CoV-2 support and response as needed
  • Other duties not otherwise described

Minimum Qualifications

  • Bachelor’s Degree from accredited university
  • Reliable, self-directed, and detail oriented
  • Strong organizational skills
  • Excellent written and verbal communication skills
  • Public speaking skills
  • Successfully complete medical evaluation upon hire
  • Successfully complete immunization review upon hire
  • Successfully complete drug screening upon hire
  • Successfully complete Background and Central Registry Check
  • Possess a valid State issued driver’s license

Preferred Qualifications

  • A Bachelor’s Degree is required for this position

  • Ability to lift 40lbs from floor to waist level
  • Ability to withstand hours of standing, walking, bending, stooping, and lifting

Responsibility/Accountability

  • This position reports directly to the Communicable Disease Manager

ADA Essential Requirements

  • Must possess manual dexterity, good hand/eye coordination
  • Vision adequate for daily work, corrected vision of 20/40 on the Sneller Scale
  • Hearing adequate for daily work, corrected hearing of 30 decibels on the 1000, 2000 frequency scale
  • Operate vehicle for travel in conducting work requirements in a variety of settings
  • Reasonable accommodations will be addressed based on position description

Potential Hazards Include

  • Potential exposures to communicable disease from direct/indirect contact
  • Use of vehicles and equipment
  • Injury due to awkward positions and prolonged computer work
  • Exposure to chemical agents, including reagents, sanitizers, and other chemicals associated with routine and incidental assignments
