Sexual Health Community Educator

The Casper-Natrona County Health Department is seeking a Sexual Health Community Educator.  This position works with the disease prevention clinic and outreach team. This position will work in the community to identify areas to provide sexual education and testing outside the clinic settings.  Emphasis will be on outreach in the community and working with partner agencies to focus on the need to address sexual health education, testing, and treatment.  It will also include case management, harm reduction, and opportunities to grow this program.

Working at the Casper Natrona County Health Department offers a typical work week- Monday – Friday, 8 am-5 pm, with minimal evenings and weekends.  It is a dynamic working environment- with many opportunities for training in adult learning principles, quality improvement, education, and related support in various systems identified in the work plan to help succeed in this position.  There is autonomy in this position, looking for creative skills to emphasize health and well-being while giving back to the community. 

The salary range is $47,000 to $58,630.  Benefits include enrollment in the Wyoming Retirement System, fair compensation, Blue Cross Blue Shield insurance including vision and dental, 13 major paid holidays, paid vacation and sick leave based on monthly accrual of 8 hours per month of each, and supplemental insurances are available.  This is a non-exempt position and is eligible for overtime compensation. Qualifications: A valid driver’s license and an associate degree in healthcare. Upon hire, the candidate must complete a medical evaluation, immunization review, and drug and background screening.

SUMMARY:
Natrona County has high levels of sexually transmitted infections (STIs), documented drug use, and other behaviors that put individuals at risk.  Because of this, the Wyoming Department of Health has identified communicable disease education, testing, and treatment as a high priority.  This person will work in the community to identify areas to provide sexual education and testing outside of the normal clinic settings.  Emphasis will be on outreach in the community and working with partner agencies to focus on the need to address sexual health education, testing, and treatment.
ESSENTIAL FUNCTIONS (May include but not limited to):
HIV Case Management:  assigned client load of no more than 2 existing clients, ensure documentation is completed promptly and accurately following all CDTP (Communicable Disease Treatment Program) guidelines.  Attend all CDTP training, webinars, and calls.  Track time for all activities.  Assist clients with accessing care and resources and accessing appropriate authorizations as needed.HIV Prevention/Treatment, STD Prevention/Treatment, and Partner services: Provide testing, counseling, access to treatment, or appropriate referrals. Educate on HIV, Hepatitis B and C, and all STD transmission, symptoms, disease progression, prevention, and treatment. Conduct partner services when indicated.  Community Education and Outreach:  expand community education and outreach for all organizations that serve high-risk populations.  Identify gaps in knowledge and promote CDC STD screening and treatment guidelines.Promote and educate on PrEP and PEP.Harm Reduction and Risk Reduction Education.Assist in Condom distribution in the community.Develop and provide reporting for different sources, including charting, PRISM, reports for CDTP, and others as identified.This position requires participation in Emergency Preparedness Training and Public Health EmergenciesAdditional duties as assigned by CNCHD. 
NONESSENTIAL FUNCTIONS:
Assist in maintaining office and clinical inventory of supplies and needed client materials.Maintain calendar for workload, appointment timeliness, and time tracking of different programs.Maintain workspace, cars, equipment, and materials professionally.
WORKING CONDITIONS:
The working space is within the Communicable Diseases Section in the Casper-Natrona County Health Department, and it works with approximately three employees in the immediate department and 45 employees in the whole department.  There are typical office and clinical furnishings and equipment, intermittent busy and loud indoor environments, and phone, electronic, and in-person communication.  Interaction with the public, regular interaction with the whole population.  
PHYSICAL & MENTAL DEMANDS (ADA ESSENTIAL REQUIREMENTS):
Vision is adequate for daily work, and the corrected vision is 20/40 on the Snellen scale.Hearing adequate for daily work corrected hearing of 30 decibels on the 1000, 2000 frequency scale.The ability to lift twenty pounds from floor to waist level.Reasonable accommodations will be addressed based on the position description.  
POTENTIAL HAZARDS INCLUDE:
Potential exposures to communicable diseases from direct/or indirect personal contact.Use of vehicles/or equipment.Variety of environmental conditions both inside and outside at work sites.Injury due to awkward positions and prolonged computer work.  Exposure to chemical agents, including reagents, sanitizers, and other chemicals that may be associated with routine and incidental assignments.
